"Until further notice." That is how the Town of Kill Devil Hills described the start of its 2026 beach-driving season in an alert posted September 29. The town's notice said a recent nor'easter had pushed back the season. It also said permits would not go on sale until driving resumes, while staff work to improve beach conditions, clear debris and make driving safe. The season normally opens October 1 and runs through April 30.
In most years, October is when the local calendar changes over. Summer rules on the sand end, the beach opens to trucks, and the town's events move to Aviation Park and to a handful of restaurants on the Bypass and the Beach Road. In 2026 most of that change is on schedule. The beach is the exception.
What Has Already Changed on the Sand
Some of the fall changes on the beach happen on their own once summer ends, and those are already in place.
KDH's roughly 20 fixed lifeguard stands and four roving patrols cover the summer season, usually Memorial Day through Labor Day weekend, according to an Outer Banks Voice roundup from September 12. That coverage is over for the year.
The dog rule has changed too. Dare County's summary of KDH beach rules bars dogs from public beaches from 9 a.m. to 6 p.m. only between Memorial Day and Labor Day. Service and assistance dogs are exempt. The rest of the year, dogs may be on the beach at any hour as long as they are leashed and under the handler's control. So since Labor Day, a midday walk with the dog is allowed again.
Driving is the change that waits on the town. As of the Outer Banks Voice's October 2 report, there was still no restart date. The town says it will post an update once the season opens and permits are available. Neither the town nor the Voice has said which stretches of beach took the worst damage. Until the town posts that update, there is no reliable answer to "when."
Getting the Truck Ready While the Beach Is Closed
The wait leaves time to prepare. The town's 2025–2026 beach driving safety sheet sets out the rules that will apply once driving reopens:
- Hours: Daily, from 30 minutes before sunrise to 30 minutes after sunset.
- Where: On the ocean side of the dune line only, never on or across dunes except on marked routes. Exits are shown on the map in the town's permit packet.
- Speed: 15 mph, or the posted limit.
- Tires: Aired down to 20–25 psi before you reach the sand, subject to your vehicle maker's recommendations.
- Valid area: A KDH permit covers the KDH beach only. It does not cover neighboring towns.
The sheet also lists what to carry: a tire-pressure gauge, an air pump, a shovel, a spare tire, a jack with a base board, traction boards, a tow rope, a first-aid kit, water, a flashlight, a phone charger, a litter bag and a fire extinguisher. Most people find out they're missing something from that list after they're already stuck. Checking now costs nothing.
The town has not published 2026 permit prices or sales locations, and older figures may not hold. The town's announcement is the only reliable source for those details this year.
The Restaurants Have Changed for Fall
While the beach waits, several KDH restaurants have changed their setups for the season.
The biggest change this year is at Mama Kwan's Tiki Bar and Grill at 1701 S. Croatan Highway. Its Halloween pop-up, Monster Kwan's, is back as part of the Ghostly Gallies of the Outer Banks, a group of haunted pop-up bars. This year it has moved out of the restaurant and into the old Pizza Hut building next to Mama Kwan's parking lot. The regular Mama Kwan's dining room closes for deep cleaning while the pop-up runs. The event page lists October 9 through November 2. The restaurant's homepage lists different dates, so check before you go.
Down the road at 600 S. Croatan Highway, Outer Banks Brewing Station has filled October with events:
- Pubkin Patch: All month, 11:30 a.m. to 5 p.m., with pumpkins, fall food, seasonal cocktails and family activities.
- Oktobeer Dinner: October 15, 6 to 9 p.m. Five courses paired with beer, $85 per person or $65 for the non-alcohol option, plus gratuity.
- Trivia: Thursday nights through October, with DJ dance nights on selected Fridays and Saturdays.
- Exotic Erotic Halloween Ball XXVI: October 31 from 10 p.m. to 2 a.m., with DJ Perris and costume prizes. Entry is $5 in costume or $10 without.
On the Beach Road, Goombays Grille & Raw Bar at 1608 N. Virginia Dare Trail has its own Halloween night event, Halloween Throwdown with DJ Charming Rat, starting at 10 p.m. on October 31. It features '80s and '90s dance music and darkwave, a Swells'a Brewing tap takeover, cocktail specials and a costume contest.
A few blocks north, Jolly Roger Restaurant at 1836 North Virginia Dare Trail has two weekly events this fall. Music Bingo is free on Tuesdays at 6 p.m. from October 6 through November 24. Poker with Momma V runs Mondays at 6:30 p.m. from October 12 through November 30.
Captain George's Seafood Restaurant at 705 S. Croatan Highway says it is open year-round. Its buffet opens at 3:30 p.m. on weekdays, 3 p.m. on Saturday and noon on Sunday, and closes at 9 p.m. every night. There are also two newer places to try this fall. Philly Pretzel Factory, a family-run franchise owned by Kurt, Lisa and Sean Unterkoefler, is now open in the Dare Center at 1728 N. Croatan Highway. OBX Gyro is on S. Croatan Highway. Local listings disagree on its exact street number, so check a map before you go.
Aviation Park Is the Busiest Spot Until Christmas
The First Flight Farmers Market's summer run at Aviation Park, 103 Veterans Drive, ended August 4. It ran Tuesday mornings from June 16, 9 a.m. to 1 p.m. The park is busy again this fall.
The 13th Annual Outer Banks Halloween Parade of Costumes comes to Aviation Park on Sunday, October 25. The trick-or-treat pre-party and on-site registration start at 2 p.m., and the walking parade starts at 3. Local nonprofits run the trick-or-treat stations, and the KDH Police and Fire Departments help with the event. Prizes go to the best costumes in three groups: age 12 and under, age 13 and over, and group or family. Admission is free, and spectators are welcome in costume too. Politically themed costumes are not allowed. Free parking is at the First Flight schools next door, and the parade goes on rain or shine. Online early registration opens in October.
Three weeks later, the town's First Flight Holiday Markets bring vendors back to the park on Tuesday, November 17 from 4 to 7 p.m., Saturday, December 5 from noon to 4 p.m., and Friday, December 18 from 3 to 7 p.m. The 4 p.m. weekday start is later than the summer market's 9 a.m. opening.
The Civic Calendar Is Busy Too
The town's own October calendar has a full first week. The Kill Devil Hills Fire Department holds an open house at Fire Station 14, 1630 N. Croatan Highway, on October 6 from 4 to 7 p.m. The police department's Coffee with a Cop runs October 7 from 8 to 10 a.m. at Front Porch Cafe, 2200 N. Croatan Highway.
On Friday, October 9, the KDH Historic Landmarks Commission dedicates the town's newest Historic Landmark at Town Hall, 102 Town Hall Drive, at 1:30 p.m. Light refreshments will be served. From 2 to 5 p.m., a free self-guided tour of historic designated homes follows. Pick up the guide and list of homes at Town Hall right after the ceremony.
The Dates Already Set, in Order
The beach-driving opener is the only date still missing. These are the dates already confirmed:
- October 6: Fire Station 14 open house, 4–7 p.m.
- October 7: Coffee with a Cop at Front Porch Cafe, 8–10 a.m.
- October 9: Historic Landmark dedication at Town Hall, 1:30 p.m., then the homes tour, 2–5 p.m. Monster Kwan's opens the same day, per its event page.
- October 15: Oktobeer Dinner at Outer Banks Brewing Station.
- October 25: Halloween Parade of Costumes at Aviation Park. Pre-party at 2 p.m., parade at 3.
- October 31: Halloween Ball at the Brewing Station and Halloween Throwdown at Goombays, both at 10 p.m.
- November 7: Surf Pediatrics Surf & Soar 8K at 7:30 a.m., 5K at 7:45 a.m. and Color Fun Run at 8 a.m., all at Wright Brothers Memorial.
- November 17: First holiday market at Aviation Park, 4–7 p.m.
- November 25: Tipsy Turkey Beer Mile at Outer Banks Brewing Station, 11 a.m., a one-mile beer run for ages 21 and up.
For beach driving, the town's News Flash page is where the opening date and permit sales will be announced. Until then, KDH permits are not on sale, and permits from other towns are not valid on the KDH beach.
